Gov’t Pushes Census to 2019

The 2018 national population census will be pushed back a year in order to focus on the 2018 national elections, the government announced on Friday.

According to article 6 of the Statistics Law, the census must be conducted at least once every 10 years, with the dates set by sub-decree. It makes no allowance for a postponement of census collection.

“I have decided not to do it by 2018. We cannot due to having too many things to handle, including budgets and we have the coming elections,” said Prime Minister HE following a meeting with his cabinet.

He stated that if the law needed to be amended to accommodate this change, then that would be arranged.

Mr. HE added that the budget was the biggest issue, as having to cover any costs for the census, much less the millions they would spend if they did conduct it, was prohibitive during a costlier-than-usual election cycle.
“Originally, we planned $12 million for the work of the census, but after a negotiation deal they lowered it to $8 million. Even if we have to spend $1 million we will not do it.”...

In July, the representative for the UN Populations Fund, Derveeuw Marc GL, wrote in an article for the Phnom Penh Post that said 25 percent of the census costs would be met by the Cambodian government from the national budget.

A government minister has confirmed that the national census will take place in 2019, not 2018.

8 November 2017
PHNOM PENH - The Minister of Planning yesterday announced the third national census set for next year will be delayed until 2019 because the government must focus on the July general election.

Mr Thon said the 2019 census will have a budget of $8 million, compared to the $6 million budget of the previous census in 2008.

He added that the census will commence in March 2019 with 47,000 officials compiling data over a 13-day period.

Mr Thon noted that he expected the population in 2019 to be about 16 million people, up from 14 million people in the 2008 census.

Cambodia short $3.5 million for 2019 census, seeks funding

Cambodia is currently short $3.5 million to fund a population census next year, and is trying to secure outside support, an official confirmed on Tuesday.

The Ministry of Economy and Finance has allocated $8.5 million for the count, below the $12 million required. Thus far, there have been no funding commitments from development partners, said Sok Kosal, deputy director general at the National Institute of Statistics.

For the previous two censuses, including the last one in 2008, which cost $8 million, development partners covered most of the costs. If the government is not able to secure the additional funding, Kosal said, it will still try to conduct the census with the available funds.

The United Nations Population Fund and the Japan International Cooperation Agency were among some of the developing partners that provided financial and technical support for the 2008 census, according to government documents. JICA did not respond to a request for comment on Tuesday.

Catherine Breen Kamkong , deputy representative for the United Nations Population Fund Cambodia (UNFPA), on Wednesday estimated Cambodia’s 2019 census funding gap at around $4.2 million, and said the UN agency had been working with the National Institute of Statistics to find donor support to close the funding gap.

The census, which is conducted once each decade, was supposed to take place this year but will now begin March 3, 2019, supposedly because of July’s national elections.

A woman aged about 35 came with a young man sidekick. On the first occasion she just said she would be returning another day. She spoke very little English so my gf dealt with her. She returned yesterday. She asked our names, whether anyone else lived in the house, what jobs we had and if so what salaries, if we had TV, computers, phones (and if so how many of each). All of the answers were entered on large sheets of paper, nothing was electronic. I couldn't be bothered to dig out my passport so I showed her my home country drivers licence, she was happy with that, she just wanted to get the name right. The woman was very friendly. The visit lasted about 20 minutes. They stuck a small slip of paper outside my door that has two numbers on it.

Kingdom to finance 2019 general census

The Ministry of Planning said on Thursday that the government has earmarked $8 million for the general census to be conducted next year.

Funding will come entirely from the national budget, with China and the United Nations Population Fund Cambodia (UNFPA) providing equipment and technical assistance respectively after some Western donors withdrew aid.

During a handover ceremony of Chinese aid at the ministry on Wednesday, Minister Chhay Than said the census, which is conducted every 10 years, is crucial for the government to draft effective and balanced national policies.

“Population census is a critical job that requires a lot of expenses. Most developing countries cannot take sole responsibility without donors’ aid. The 2019 national census will be the first and historic census in which Cambodia uses funding solely from the national budget, with no foreign support,” he said.

Chinese aid for the Kingdom’s third census, which starts from March 3-13, 2019, includes 52 cars, 300 motorbikes, 450 desktop computers, 50 laptops, 30 printers, 30 slide projectors, 10 photocopy machines, 200 tablets and three internet servers.

The government has estimated that Cambodia’s population will reach 16 million next year.

Population Census to be Held Next Month

Phnom Penh (FN), Feb. 5 - Cambodian Prime Minister HE called on people to support and join General Population Census of Cambodia, which will start from 3-13 March 2019.

According to the premier’s message dated Tuesday, the census will provide accurate demographic information that will help the government effectively formulate policies and other programs to achieve development for all; thus, he appealed everyone to provide sufficient and accurate information to census officer.

Census is the only way to get complete data of people’s characteristics. The data will indicate and monitor the implementation of the National Strategic Development Plan and Sustainable Development Goals 2016-2030 Agenda.

2019 will mark the third census of Cambodia, following the second one in 2008, and the first 1998.
