Is it important to stay OT ?

There are the for and against arguments for threads staying on topic. The 'for' remaining OT argument is that people who are not usually forum posters ie; or can hit a thread and find the info they want. Threads that get derailed like : https://cambodiaexpatsonline.com/general ... 2-130.html are amusing but confusing.
This is a question for mods, but it's also a question about what CEO forum users want to see. Is it important to stay on topic, or is it the open-ended discussions that lead to other subjects of discussion that gives the forum its personality ?
So what do you want ? More thread moderation, so you can access accurate info on CEOCambodia more easily, or a place where you can have pizzas and space-cats in threads called Sihanoukville Beach Front ?
I'm ok for both, but there is a question here and I think it's good for posters to give their opinion.
