National rehab center for Silhanoukville

The government will establish its first national drug rehabilitation center in the coastal Preah Sihanouk province, a deputy prime minister said yesterday.

Ke Kim Yan, who is also the president of the National Authority for Combating Drugs (NADC), said the Interior Ministry yesterday decided that the province had the appropriate weather and environment for patients seeking treatment.

He added that the new center will also be used to alleviate the capacity of smaller centers nationwide.“We plan to reduce the size of smaller centers, gather the patients and give them treatment over there,” Mr. Kim Yan said, referring to the proposed center.
He explained that the rehab center, which will be built on a 20-hectare plot of land starting next month, will be able to handle up to 2,000 patients and will be designated for those with severe cases of addiction.

He added that the government will use $4 million in public funds to build the center, funds which will be acquired from seized equipment and property from drug crimes, including land, houses and vehicles.

On Wednesday, the National Police announced plans to build two more drug rehabilitation centers in Kampot and Preah Silhanouk provinces in line with the government’s six-month anti-drug campaign, which started this week.

Now there are only 10 rehab centers nationwide, of which seven are state-owned while the others are private...

Drug Center Plan Revives Deal With Tycoon

When drug czar Ke Kim Yan announced on Monday that the government would soon start construction on what would be Cambodia’s largest detention center for drug addicts, he was dusting off plans from six years ago.

Mr. Kim Yan was also reviving plans that could start supplying one of the country’s wealthiest and best-connected business moguls, Mong Reththy, with a steady source of cheap labor for his local plantation.

On Monday, Mr. Kim Yan, who chairs the National Authority for Combating Drugs (NACD), said those who finished their treatment at the new center in Preah Sihanouk province could find paid work on Mr. Reththy’s nearby rubber and palm oil plantation.

He did not mention that Mr. Reththy, a ruling party lawmaker with a close relationship with Prime Minister HE, had donated the 20 hectares of land the new center would sit on back in 2009, when the center was first proposed.

“There are many jobs they can do,” Mr. Reththy said this week. “There is the processing factory, plantation work, raising animals and growing vegetables. But we won’t force anyone to work. If they finish their treatment and want to work, we will cooperate with the state.”

Government to Build $6M Drug Treatment Center in Sihanoukville
Phnom Penh (FN), August 9 – Cambodia will begin construction of voluntary and community-based drug treatment complex in Sihanoukville on Thursday, according to General Ke Kim Yan, Deputy Prime Minister and Chairman of the National Authority for Combating Drugs (NACD).

“The NACD has worked on the rehabilitation project since 2007 and decided to begin our construction tomorrow,” said Ke Kim Yan.

“Vietnam will provide $3 million in aid and send experts to participate in the drug campaign and to help rehabilitate drug victims,” he added.

The center will cost approximately $6 million, which includes administration buildings, a hospital, housing, and a drug detox building. It will be located in Keo Phos Commune, Steung Hav District, Preah Sihanouk Province, according to Kao Khun Dara, deputy director of the National Authority for Combating Drugs and Chairman of the Commission for Building Drug Addiction and Community Care Centers.
The new drug report illustrates that there are approximately 12,000 drug abusers in the region.

You know, you say this but I truly think that smoking weed is the solution to hard drug problems, rather than the gateway. Several studies have shown that it's cigarettes that take you to snorting coke, raping old ladies, huffing glue. I think you can treat opiate addicts with weed, the come down off scag is mostly puking and not being hungry, and lacking wood, whereas smoking a load of puff is the opposite. Meth is the same, far too excited and not hungry, feeling like death with no appetite. I have a solution for that, that costs a mere $20 a quarter, and grows locally.

Well this is a great way to fix the drug problem, create a safety-net hotel in case it gets out of hand, so they stay longer.

Thailand funds drug centre
December 15, 2017
The Thai government, on Friday at the Interior Ministry, provided Cambodia with 38 million baht ($1.1M) to construct the treatment centre for drug addicts.
“The government is constructing the national centre … on 20 hectares of land in Preah Sihanouk province,” Mr Vyrith said.

Mr Vyrith appealed to the Cambodian youth to stay away from drugs, and to the parents to be watchful because he has observed a 51 percent rise in drug arrests (10% of them women) compared to the same time period in 2016.

Mr Khon Dara said are more than 20,000 addicts in the Kingdom, and “The government hopes that the national centre, after completion, will have a positive effect on the victims of the drug abuse.”
