A heads-up for those traveling into Phnom Penh tomorrow - there will be police checkpoints on all the roads leading in from the provinces. There should not be a problem for foreigners going through, but allow more time than usual for your trip. Leaving PP should be ok.
Large crowds are expected around the CNRP HQ area, and probably also in the region of the Phnom Penh Municipal courthouse. Permission has been given for the CNRP gathering, but disturbances are possible. Traffic within PP will be worse than usual in those areas, especially on Friday morning around the CNRP HQ when the official gathering is being held from 9-12.
Hopefully there will be a CEO poster on hand tomorrow to give us an update...

Checkpoints Ring City Ahead of Sokha Trial

Police have countered the CNRP’s plan to gather thousands of supporters in Phnom Penh for Friday’s trial of deputy opposition leader Kem Sokha with a strategy of its own—checkpoints on all highways leading into the city.

City Hall on Wednesday authorized a gathering outside the CNRP’s headquarters. However, Eav Chamroeun, the police chief for Kandal province, which surrounds the capital, said his forces would be monitoring all opposition supporters entering the city.

Mr. Chamroeun would not say whether CNRP supporters would be prevented from entering the city, only that the checkpoints would be set up along all major roads leading into the city.

Coverage will go beyond Prek Anhchanh, an area of the province that borders Phnom Penh’s Chroy Changva district on National Road 6, the main entry point from northern provinces, he said.

“We are organizing it around Phnom Penh within Kandal province’s land.”

Large Gathering Approved
City Hall yesterday approved an opposition party request to gather a large number of supporters at its headquarters on Friday, the day the Phnom Penh Municipal Court is scheduled to conduct a hearing on Kem Sokha, who has been charged with refusal to appear in court over his alleged sex scandal, while his lawyers have filed a complaint to the Supreme Court against the hearing.

The Cambodia National Rescue Party (CNRP) requested permission to host a big gathering at its headquarters in Chak Angre commune from 9am to 12pm Friday, in an attempt to provide information about the political situation, particularly to enable its supporters to follow up on the court trial of Mr. Sokha, the acting party president.

After a closed-door meeting yesterday evening with CNRP members, Phnom Penh deputy governor Khoun Sreng said he had discussed in detail and approved the request, having come to an agreement with both sides.

CNRP member Ho Vann said based on the agreement, the opposition party would be responsible for maintaining internal security of its headquarters while authorities would be responsible for security and social order of the surrounding areas.

He added that supporters were not limited and would gather as normal to express various opinions.

“It’s a non-violent gathering where supporters will follow up on the current political situation and the action of law enforcement on Mr. Kem Sokha. I think if they [police] wanted to arrest him [Sokha], they would.

“They have weapons but we do not. We only hope for a solution through peaceful negotiation,” Mr. Vann said...

As the Kem Sokha trial continues on appeal, both sides seem content to spar through the courts, biding their time with no real results. In this game of bluff, the first one to move will show their hand.

Sokha One Step Closer to Prison After Appeal Fails

Deputy opposition leader Kem Sokha inched a step closer to prison on Friday as the Court of Appeal upheld a September verdict sentencing him to five months in prison for failing to appear for questioning in a “prostitution” case.

“I’m very disappointed with the decision to uphold the decision against my client,” said Hem So­cheat, one of Mr. Sokha’s five defense attorneys. “This case has all the signs of being politically motivated.”

Mr. Sokha, who has been housebound at the CNRP’s Phnom Penh headquarters since May to avoid arrest, did not attend the trial, but Mr. Socheat said his client would appeal to the Supreme Court later this month. Authorities have said they will not arrest Mr. Sokha until the high court reaches a verdict on the case...
