There's a gaming centre with consoles in S'ville that caters to western tourists and I think I saw a café in BKK1 (St 310?) w/ consoles. I fully support this. There's no need for this ugly light pollution in many residential areas after midnight anyway. They should turn off traffic lights when there's no traffic also.
