The difference is that I am trying to give advice that is useful to the OP who may well never have visited Cambodia before and therefore may be unsurprisingly slightly reluctant to meet someone he has never met before in a car park in a strange country and hand over 10,000 Euros to just in an effort...

Changing € or any other internationally recognised currency in cambodia has always been better than in thailand. Go to one of the main money changer like ly hour and never ever do it in a bank. 1. My gut instinct would be to change Euro into Thai Baht in Thailand and Euro into US Dollar in Cambodia
