I'm curious, how are you spending $200 a month in fuel on a bike? Even on my delivery bikes getting used 8-10 hours a day would barely rack up that kind of bill (even when gas was 5000 riel a litre). I'm assuming he's got a car. What brand is the bike? The Voltra look nice. I visited their showroom...

Doesn't sounds like a normal pump for a water tank, it's likely a pressure pump connected to their main plumbing because they like getting constant pressure upstairs. What's the issue?
