An Indian national arriving at Pochentong last week encountered the same, but from Cambodian immigration, not the an airline. Bangkok Airways clearly trying to avoid having to cover exit flights for entry refusals.

Bump. Now that the land borders have reopened, what's the likelihood of driving to Koh Chang via Koh Kong? Also, what, if any, obstacles exist for driving a car in my name, but 'owned' by the bank? if its "owned" by the bank you won't have the official docs stating its urs, as its not :-)...

You will need to get a permit from City Hall as a minimum as generally drone flying is not permitted in Phnom Penh. That would also explain the lack of rental companies.
