Generals usually denote a clear command structure, especially useful in times of crisis. With this many generals, who are they commanding? Ghost armies?

Well, there are the real grunts needed to log the last remaining trees. But yes, there is also apparently a large army of ghost soldiers who get paid on a regular basis. Back in the day, another good thing was getting a slice of each ghost soldier's salary.
Anyways, the military here is a joke. There are very few full-time soldiers. For the most part (even for the gendarmerie) it's a part time job. Very little training involved.

I remember when Preah Vihear was hotting up they had no soldiers on tap and had to conscript men quickly. If you were running the show why would you want a real army with soldiers who might seek to overthrow you?

Some things you can never have too much of, like generals. It's good to know that there are so many deserving officers in the armed forces.

The government has approved a new round of mass military promotions, elevating 40 officers to the rank of brigadier general and 16 people to major general status.
Published in the government’s June Royal Book, the 56 promotions add to the Royal Cambodian Armed Forces’ already bloated upper echelons, with one national security analyst estimating the military has in excess of 3,000 generals.
In April, the government promoted 42 officers to brigadier general and nine to major general status, before promoting 13 more officials to various general ranks in a later batch.
Defence Ministry spokesman Chhum Socheat said the promotions were based on merit and capacity and followed requests by RCAF commanders.
“Generally, promotion for higher rank and awarding medals is based on achievement and their qualifications. That is why they have been promoted, and we never give to people who do not deserve . . .

Can I request that the General or someone else update the thread title with the total? It would seem to make sense to make a running tally?
