The Court of Appeal in Antwerp has confirmed the sentence of pedophile Peter Ceulen. He gets back 19 years in prison and 15 years made available to the sentencing court. Pieter Ceulen - aka "Peter 0167" - was sentenced in January for the sexual abuse of children in the Philippines and Cambodia, including his own three foster daughters. The case went to the rolling after a report from Panorama journalist Dirk Leestmans.
Ceulen, a 61-year-old Dutch businessman who has been living in Antwerp, at the time of his conviction at first instance not present in court. He appeared to be fleeing to Cambodia, where he also has a villa. In March, yet he joined the Cambodian police, for fear of reprisals from angry Cambodians.

Ceulen had in the Philippines and Cambodia sexually abused children, including his own three foster daughters. He had also filmed the abuse and under the online pseudonym "Peter 0167" shared with other pedophiles. The man had a whopping 700 gigabytes of child pornography in his possession. The defense had argued for a suspended sentence and Ceulen had declared its readiness to castrate chemically, but the court found only a heavy effective punishment in place for such "horrific and shocking facts."

The Court of Appeal in Antwerp has ordered his immediate arrest for risk of diversion.

-Dutch pedophile Pieter Ceulen, who fled to Cambodia last year after being sentenced to 19 years in prison by a Belgian court, was denied a new trial in Brussels on Tuesday, a spokesman for a Belgian NGO said on Wednesday.

Belgium’s high court, the “Cour de Cassation,” which reviews whether lower courts followed proper legal procedure, denied Mr. Ceulen’s appeal for a new trial, said Dirk Depover, spokesman for NGO Child Focus, which was a civil party to the trial.
Mr. Ceulen argued unsuccessfully that a television documentary about his case, which aired days before the first ruling, had made it impossible for him to have a fair trial, Mr. Depover said.

Convicted paedophile Pieter Ceulen released

Post by Whatsupdoc »

Most severely punished child abuser in our country released early: "Chance of recidivism is low to non-existent"

The most severely punished child abuser in our country ever - Pieter C. - has been released on parole in all discretion by the criminal enforcement court of East Flanders after 7 years in prison. The man had received a 19-year prison sentence. He is currently staying in the Netherlands where the conditions, including day therapy, will be followed.
Pieter C., a businessman from Antwerp, was convicted in January 2016 of possessing 700 gigabytes of child pornography and abusing small children in the Philippines and Cambodia. At the time, he was exposed by the American intelligence service FBI. Pieter C. was arrested in March 2016 in Cambodia where he ran an orphanage with his wife. That orphanage was a cover for pedophile activities. Seven years later, Pieter C. has now been released on parole. That happened back in May. Since then he has lived in Amsterdam, because he has the Dutch nationality. He is succeeded by the Dutch judiciary and must adhere to 15 strict conditions.
Those conditions include:
* Follow day therapy at a specialized institution.
* Being supervised by a psychiatrist.
* There is a restraining order with minors (is also off-limits: places where minors stay).
* Do not cross the border (except for movements to Belgium when he has to appear in court).

There is a lot of outrage about the release. Journalist Dirk Leestmans, however, weighs and weighs.
"In itself, it is not strange that people do not serve their full sentence, that happens very often. I am thinking here of life crimes. But in this case, it is indeed curious that if you get a sentence of 19 years, you will be released after 7 years. That is relatively early, especially for sexual offences," says Leestmans.
Lawyer Walter Van Steenbrugge does not understand the commotion. "In prison, my client has been examined by a panel of (7) experts and they have all come to the conclusion that there is a low to no risk of recidivism."

Heidi De Pauw of Child Focus was not aware of the release and reacts with great indignation. Child Focus had filed a civil suit in the entire case in 2016.

I am sure this is completely above board. The nonces are running that country. He was probably shocked that he served 7 years.

That's a disgusting decision, but then again, the Belgian criminal justice system sucks, no real surprise.

Convicted pedophile granted early release in Belgium now resides in Amsterdam

A 68-year-old Dutch man convicted of sex crimes involving multiple children was released from prison in Belgium after serving only seven years of a 19 year sentence. Pieter C. was living and working in Antwerp when he was convicted, but has relocated to the city center of Amsterdam since his release from prison, the Belgian newspaper Nieuwsblad on Wednesday.

C. was released from prison at the end of April after only seven years. For the past two months, he has resided in an apartment located in the center of Amsterdam. The 68-year-old Dutch national was handed a 19-year prison sentence and 15 years of treatment in a psychiatric facility by an Antwerp court in January 2016. C. was convicted of sexually abusing children in the Philippines and Cambodia.

The court investigation uncovered that Pieter C. and his wife ran an orphanage in Cambodia. The couple frequently organized fundraising events in Antwerp to support their orphanage, and they also adopted children. However, this was later revealed to be a cover for pedophilia. Three of the victims were their own adopted daughters. Also found on his computers were 700 gigabytes of child pornography, a collection he allegedly accumulated over 15 years.

In the summer of 2012, Pieter C. was arrested in Antwerp following a tip-off from the U.S. Federal Bureau of Investigation (FBI). However, just before his conviction by a Belgian court in January 2016, C. managed to escape. An international arrest warrant was issued, leading to his arrest in Cambodia in March of the same year after he surrendered to the police. He was subsequently extradited to Belgium.

On April 28, 2023, Pieter C. was granted conditional release by the criminal court in Ghent. In Belgium, there is more latitude for prisoners who demonstrate good behavior during their incarceration, which can sometimes lead to early release.“He was excessively punished, in our view. He has served more than seven years in prison,” said Pieter C.'s attorneys, Walter Van Steenbrugge and Dirk Grootjans, in response to the Belgian newspaper. “Numerous psychiatric reports in prison have proven to be favorable."

Child Focus, an organization involved in the case against Pieter C., was stunned to discover he had been released. Speaking for the organization, Heidi de Pauw expressed her disbelief, stating, "It is truly incomprehensible and downright shocking that someone who committed such acts has been released after barely seven of the 19 years in prison imposed.”

Heidi de Pauw questioned the decision to release Pieter C., considering his previous efforts to avoid justice, including hiding in Cambodia until he had no choice but to surrender. She noted that he showed no comprehension of his wrongdoing or guilt during his trial. “This is a slap in the face of every victim, of all services, including the police,” she said.

De Pauw also voiced concerns about whether someone with such a severe history of pedophilia could truly heal. "We can only hope he has become a better person in prison. Can someone who committed such serious acts still function in society? I am already very worried,” she said.

What a joke. The guy is on "conditional release", and instead of having to stay put and check in with a parole officer on a regular basis or similar conditions, he was free to move to another city in another country.

Even though nothing of that kind surprises me considering it's Belgium, I still find it appalling.
