Father wanted for torturing daughter

Police in Kandal province are searching for a father who bound his daughter’s wrists and tied her to the back of his motorbike before driving off, forcing her to run behind the moving vehicle.
Footage of the bare-footed girl being dragged along in the hot sun was posted to Facebook after horrified onlookers recorded the incident and begged the man to stop.

The three-minute video clip, shot by a passenger in a taxi, was uploaded by a Facebook user called Reachbot Soriyeakay. It had been shared 32,000 times and viewed more than 700,000 times last night.

The taxi passenger and a motorbike driver are heard asking the man to untie the victim.
The father, who had his other daughter sitting behind him as he drove along, tells them he is punishing the girl because “she stole money from someone.”
He finally stops when the onlookers threaten to call the police.

Ang Snoul district deputy police chief Thai Phalla said his forces are investigating the incident as a case of child torture.
“We haven’t identified the man yet but we are working hard to do so,” he said.
“We don’t know where he is, but he was pulling his daughter in an area between Damnak Ampil and Lumhach communes.”

Mr. Phalla said many details of the case remain unclear.
“According to unofficial reports, the daughter stole money to buy drugs, but we don’t know for sure until we talk with the father. Forces at the district and commune police will continue to investigate,” he said.
