A vast marijuana farm discovered in a former nuclear bunker in Wiltshire was staffed by trafficked Vietnamese teenagers working in slave-like conditions, police say.

The three teenagers, the youngest of whom was initially thought to be 15, and one adult in his 30s, were found working as gardeners inside the 1980s bunker after a midnight raid on Wednesday.

DI Paul Franklin from Wiltshire police said officers recognised that the four gardeners were victims, adding: “No one would do this by choice.” He described the living and working conditions in the 20-room bunker, hidden in the countryside, as “grim for anyone, let alone a 15-year-old”.

“This was slave labour. There is no natural light, no running water supplies, water had to be brought in. This is hard, manual labour – it’s not just a walk around with a watering can. I was shocked by the scale of it,” Franklin said. “There is no fresh air, just the cloying, sweet humid smell of the plants that permeates everything.”

Detectives were trying to establish whether the four men were able to come and go freely or were locked inside RGHQ Chilmark, built in 1985 to serve as the regional government headquarters in the event of a nuclear attack. The two-storey underground site is no longer owned by the Ministry of Defence, but remains intact, with protective nuclear blast doors still in place.

It was unclear whether the workers had been held there for several months, since the cannabis plants were seedlings, or if they were working in rotation with other gardeners. There were several thousand plants, approximately 200 in each of the bunker’s 20 rooms, at various different stages of growth, and police estimated the street value of the cannabis was over £1m.

Three British men were charged on Friday afternoon with conspiracy to produce cannabis, and conspiring to hold another person in slavery or servitude. The four Vietnamese men were released from custody, and were told no further action would be taken against them...

UK police criticised for failure to help enslaved cannabis farmers
The UK’s independent anti-slavery commissioner, Kevin Hyland, has criticised police forces for failing to tackle the issue of enslaved Vietnamese teenagers being trafficked to the UK to work in illegal cannabis farms.

Cannabis farms are discovered every week, he said, but when they are identified they are “not being properly investigated”. Police forces had “not pushed forward with the urgency I would expect,” he said in an interview. Despite the fact that Vietnam is consistently one of the biggest source countries for trafficked slave labour into the UK, there has never been a successful prosecution of a people trafficker from Vietnam, Hyland said.

Over the past decade police have become increasingly aware of a trafficking route from Vietnam that brings hundreds of young, vulnerable Vietnamese men and women to the UK every year. While women and girls are sent to work in nail bars or in the sex industry, young men and boys are forced to become gardeners in small, hidden cannabis farms, often set up in suburban houses...

The weed from those big farms is shit. They spray it after cropping to increase weight, and it all comes from a certain strain of weed that is aimed at the chavs that smoke it, quick cropping and big yields. They use chemical nutrients and spray it in advance to stop white fly ETC.
I compare it to the cheap cider that the street drinkers use, it gets you pissed but compared to a west country brew is fucking horrible.

Holed up alone in a suburban British house thousands of miles from home, cannabis farmer Cuong Nguyen, one of thousands of Vietnamese migrants working in the UK's multi-billion dollar weed industry, spent months carefully nurturing his plants.

Cuong - who is now 41 - slipped into the United Kingdom illegally, hidden under a lorry, before going on to grow cannabis in homes, hotels and even a stable.

His dangerous journey from the poor, rough Vietnamese port town of Haiphong to Britain's illegal cannabis farms was driven by big dreams.

"All I ever wanted was to make money ... whether it was legal or illegal," Cuong, who is now back in Vietnam, told AFP.

It was criminal career steered by the Vietnamese gangsters behind the UK's huge marijuana trade, which researchers value at around 2.6bn pounds (US$3.2bn) a year.

Cuong claims he went to the UK willingly, looking for ready cash in a country with some of the highest prices for cannabis anywhere in Europe.

But many others, including children, are tricked and trafficked into working for the shadowy Vietnamese drug bosses who have become the unlikely kingpins of the UK weed trade.

The story of the self-professed hustler and low-level crook offers a unique insight into the routes taken by some Vietnamese migrants.

But it also turns a spotlight on life on the margins in Vietnam, where criminal gangs trade on poverty and a lack of opportunity to find new recruits.

Cuong, a former small-time crook and drug user, was 29 when he set off for the UK.

It was 2008 and the cannabis trade promised riches, he says, so he paid $15,000 to brokers for a fraudulent passport and a spot on a tour group to Europe.
