Khmers arrested, accused of cheating in Chinese casino, SHV.
Thirteen Cambodians were arrested but subsequently released yesterday after the owner accused them of winning $60,000 by cheating.
The 10 men and three women were detained on Sunday by Interior Ministry internal security police at the Chinese-owned Yaduoli Casino in Preah Sihanouk province. Lieutenant General Seang Sen, chief of internal security police at the ministry, said the 13 gamblers were arrested over allegations of cheating and because only those holding foreign passports are permitted to play games in casinos across the country.
“They were arrested based on a complaint from the owner of the casino,” he told Khmer Times. “They were accused of cheating to win games.”
All 13 gamblers were released on Monday after being educated about the law and signing a contract with police promising not to do it again.
A police officer with the internal security police in Preah Sihanouk yesterday told Khmer Times the 13 gamblers denied allegations they cheated during interrogation at the police station.
“They said they played games at the casino and won more than $60,000. They claim the owners didn’t want to pay them, so came up with a plot to accuse them of cheating and reported them to police,” he said.
Yaduoli Casino representatives could not be reached for comment.

After the casino locked them up and called the Interior Ministry's anti-gambling department, all the Cambodians who were detained have been cleared of cheating and released. It is not known what happened to the $150,000 they won.

“The casino accused them of using a trick by changing the cards, so [they] detained them in one room in the casino without informing either a prosecutor or local authority.”
He said the casino called the Interior Ministry’s anti-commercial gambling department the following morning and the men were transferred to the department’s provincial office. He was not sure why the casino did not call local police.
Management at Yaduoli Casino also could not be reached.
Pov Sam Un, deputy chief of the Interior Ministry’s anti-commercial gambling department, declined to comment on the case before hanging up on a reporter.
Casinos across the country have in the past detained gamblers who lose significant sums and cannot repay the debt, but holding those who win is an uncommon practice.

Well it seems that some Chinese casinos are allowing Cambodians to gamble in their casinos (which is against the law), but only if they lose... If they win, they get arrested.

However, the provincial police’s Voleak alleged that Chhay’s nephew was the one who invited the 13 others to the casino to gamble, a claim that the Yadouli director declined to address, along with questions regarding how Cambodians came to be gambling at his establishment despite the ban.
According to Voleak, casinos were well aware that Cambodians are prohibited from gambling and Yaduoli was in violation of that long-standing order. “I will also lead a team to investigate how many casinos in the province have secretly allowed Cambodian people to gamble illegally,” he said.
Voleak said that it was not uncommon for casinos to allow Cambodians on the floor, but said the venues were often not happy when they won.
“As far as I know, all casinos do not want the customers to win at gambling and take the money out. It means that you can lose but cannot win,” he added.

Believe it or not, when we had disputes come up at our casinos and our personnel didn't want to pay people for some reason I always took the side of "paying winners is the most important thing we do."
Do any other t articles say what game they were allegedly cheating at? Khmers aren't smart enough to count cards at Blackjack or anything.

poi pey casinos are the worst for this, if you win the dont let the winner leave, I saw a khmer win like 1 million baht and the guards surrounded him and took him away as he left the building
