Police say they shot a drug dealer in self-defense. His mum says that her son didn't do drugs, and he was on his way to pick some mangoes when the police went after him for no reason. She also said that a phone and cash were missing from her son's body.
The circumstances of the shooting remain unclear. The police officials know nothing, but are supposedly investigating the case.

Police kill man during drug raid
A man, who police claim was a drug dealer, was gunned down during a police sting on Wednesday at Takeo province’s Samraong district.
Provincial court spokesman Phan Sopheak said police were acting in self-defense after 23-year-old Heang Suytry fought back while being detained.
However, details of the incident have yet to be released.

“The provincial police in charge of fighting drug activity carried out the crackdown at about 5pm in Samraong district,” Mr. Sopheak said.
“According to the preliminary report, at the time of the crackdown the suspect resisted and fought back with police,” he added.
Despite making the claim that Mr. Suytry’s death was in self-defense, he admitted the circumstances surrounding the shooting remain unclear.
He noted that he was unsure who fired the deadly shot or who exactly was part of the crackdown, provincial or district police.

“I am not sure if the man was armed with any weapon also. I am waiting for a report from the police who were in charge of the enforcement,” he added...

Mr. Suytry’s mother Tun Vuyheang, however, insisted that her son was not involved in any drug activity.
Before the shooting, she claimed her son was on his way to pick mangoes when 10 police officers and a deputy prosecutor started chasing him.
The group shot him from behind and later brought him to the Calmette Hospital where he was pronounced dead, she said. She also insisted police found no proof on his person that he was a drug dealer, adding her son was also found without his phone and missing some cash.

The provincial police officer who received the complaint said he had no knowledge of the case and referred all questions to the officer in charge, who he only identified as “Ratana.” However, attempts by Khmer Times to contact Ratana went unanswered.

Police Kill Suspected Drug Dealer in Takeo Province Raid

A man suspected of dealing drugs was killed on Thursday by police officers who raided his Takeo province home and shot him in the head, according to the victim’s family and an official, though their accounts of the incident differ.

Horn Sarath said his 21-year-old nephew, Hoeun Soytry, attempted to flee when police stormed his house in Samraong district’s Boeng Tranh Khang Tbong commune at about 6 p.m. on Wednesday night, but ended up in handcuffs outside.

He said officers did not find any drugs, and attempted to beat a confession and other information out of Hoeun Soytry before shooting him, which rendered him unconscious and eventually killed him the following morning.

Provincial and district police could not be reached on Thursday. Deputy provincial prosecutor Phan Sopheak confirmed the shooting, but said it occurred accidentally when the victim resisted arrest.

“The suspect was resisting, then the gun was shot accidentally at the suspect,” Mr. Sopheak said, adding that the court was investigating the incident...

Probe into shooting by Takeo cops

Provincial police in Takeo are investigating the March 8 shooting death of a suspected drug dealer in the wake of a complaint filed by his parents, officials said yesterday.

Hoeun Suytry was killed on March 8 by a provincial police officer in Takeo’s Samrong district amid an ongoing nationwide crackdown.

“We have opened an investigation according to the law,” Takeo police chief Ouk Samnang said yesterday of the case, before declining further comment as he was attending the funeral of deputy prime minister Sok An.

Takeo court spokesman Phan Sopheak said they were waiting for the police report before taking action.

Trapaing Veng village chief Meas Suon, meanwhile, said he believed Suytry to have been a drug mule, though his parents insisted “he was no longer involved with drugs since the beginning of the drug crackdown”. Suytry was shot once behind the ear, he added.

Suytry’s parents could not be reached for comment yesterday, but legal expert Sok Samoeun, said the call for a probe was appropriate. “[If the police] knew clearly that the suspect did not have a weapon, [the shooter] can be charged with intentional killing,” he said.
