One drunk cop shoots another drunk cop.
Another cautionary tale on the perils of arguing with a drunk policeman. This is particularly relevant during festive seasons such as Chinese New Year.
Cop accused of shooting colleague
27 January 2017
A police officer faces charges after allegedly shooting a colleague during a drunken argument.
Second Lieutenant Tim Saosopheak, 34, chief of the identification unit at Prek Phnov district in Phnom Penh, was arrested on Tuesday.
Bun Song, a penal police officer with the Phnom Penh Municipal Court, said Second Lieutenant Saosopheak fired four rounds at First Lieutenant Tim Vantheth, 27, of Samrong commune administrative police.
Mr. Song said that on Tuesday at about 6pm, Second Lieutenant Saosopheak joined a drinking party with First Lieutenant Vantheth and other five policemen at Samrong commune administrative police office.
Two cases of beer were consumed in the drinking session.
While they were drinking, Second Lieutenant Saosopheak had an argument with First Lieutenant Vantheth, Mr. Song said.
Second Lieutenant Saosopheak threw a glass of beer on First Lieutenant Vantheth then fired four bullets at him, breaking a bone in his right leg.
“After shooting the victim, he drove away but he was later arrested by the district penal police,” Mr. Song said.
Second Lieutenant Saosopheak was charged with “causing involuntary bodily harm,” which is punishable with six months to two years in jail.

Re: One drunk cop shoots another drunk cop.
Police are told to stop playing with guns.
Shooting precedes speech by Kheng
A Preak Pnov district police officer shot one of his own colleagues on Tuesday, just one night before Interior Minister Sar Kheng repeated calls for an official crackdown on firearm use in Phnom Penh.
District police chief Chhin Kimthoy said the victim had received a minor injury after a drunken argument with another officer, but did not know the details of the dispute.
“When they drink and argue with each other and they play with guns . . . this is the result,” Kimthoy said, urging future caution when handling firearms.
On Wednesday, Kheng called for tighter regulation of firearms – including those owned by police and armed forces.
Phnom Penh deputy police chief Song Ly identified the shooter as Toem Saosopheak, and said he will be punished.
“Regarding the case, we have taken him to face discipline…We will punish him in order to prevent him from being careless next time,” Ly told The Post.

Re: One drunk cop shoots another drunk cop.
So the 51% rule in the west actually works? (i.e., cops not allowed to carry a gun and actively drink alcohol).
Re: One drunk cop shoots another drunk cop.
So he fired four rounds close range & only struck him once?

Police not toeing line on carrying weapons
Fri, 10 February 2017
Chhoun Sovan, Phnom Penh municipal police chief, on Wednesday took local police and members of the Royal Cambodian Armed Forces to task for ongoing weapons-related crimes in the capital.
The speech had a familiar ring to it. Last year at this time, Sovan made a similar call for strict protocols surrounding the signing out of weapons and carrying of guns by off-duty officers.
On Wednesday, he said both RCAF and police had failed to comply. “This makes bad [people] take opportunities to buy weapons … and use these for armed robberies.”
He said that while officers often had legal permits to carry weapons, they had to be given up when their shifts ended, with few exceptions. Ignoring this could be disastrous, he said.
“In Chamkarmon district, a village chief and his two children were killed [by a police official],” he said, noting the officer should never have been carrying his weapon at the time.
According to a police report, 1,830 checkpoints were set up in which they found almost 100 guns being carried by off-duty officers. Sovan said no one was punished for this, despite the fact that the guns were carried illegally...
