Deportee Advocacy Group Takes Fight to UN

A U.S.-based organization that advocates against the deportation of Cambodians who went to the U.S. as refugees is taking their fight to the U.N., according to a statement from the group.

Members of the 1Love Movement group were scheduled to announce and officially submit their appeal to the U.N. on Tuesday morning in Philadelphia.

The group called on the U.N. to urge the U.S. to review and revise its 2002 repatriation agreement with Cambodia, which allows for the deportation of Cambodian citizens who were convicted of felonies and served sentences in the U.S. Many of those facing deportation have never lived in Cambodia, having been born in Thai refugee camps.

Since 2002, 538 Cambodians who were lawful permanent residents of the U.S. have been deported to Cambodia under the bilateral agreement, according to NGO Returnee Integration Support Center, which helps deportees upon their arrival in Cambodia.

Seven More Cambodians Deported From US Arrive in Phnom Penh

Seven more Cambodians deported from the U.S. arrived in Phnom Penh on Wednesday, despite the government making another request earlier this month to put deportations on hold until the two countries renegotiate their repatriation agreement.

The seven Cambodian citizens were repatriated by the U.S. Department of Homeland Security, U.S. Embassy spokesman Jay Raman said in an email.

Since 2002, 566 Cambodians have been deported from the U.S. under the bilateral agreement that, paired with U.S. immigration law, allows for the deportation of Cambodians who are legal residents of the U.S. and have served felony prison sentences there. Many immigrated to the U.S. as child refugees and have never lived in Cambodia.

Officials in Cambodia have repeatedly said they want to amend the agreement, citing hardships placed on the individuals and families of those who are deported.

Earlier this month, Foreign Minister Prak Sokhonn said the U.S. had told Cambodia to continue accepting deported Cambodians, despite the government’s pleas.
“We made the request to halt deportations so that we can discuss more, but the U.S. didn’t respond and wants us to continue,” Mr. Sokhonn said. “We will continue to accept the deportees.”...

No Issuance of New Travel Documents for US Deportees, Gov’t Says

The government has stopped issuing new travel documents allowing Cambodians to be deported from the U.S., an official said on Thursday.
An advocate added that the halt had been in place since October, when the Foreign Affairs Ministry expressed its desire to revise the two countries’ repatriation agreement.

“The Cambodian government has halted issuance of any further travel documents until a mutual and fair negotiation between the U.S. and Cambodian governments takes place,” said Kalvin Hang, a member of advocacy group 1Love Cambodia, on Wednesday. The group has asked officials to amend the 2002 agreement in order to halt the separation of Cambodians from their U.S. families.

Keo Vannthan, spokesman of the Interior Ministry’s immigration department, confirmed on Thursday that Cambodia had stopped issuing travel documents to Cambodian residents of the U.S. who face deportation due to felony convictions.

“Currently, we have postponed issuing travel documents for repatriation,” Mr. Vannthan said.

Cambodians facing deportation cannot be sent without Cambodian officials confirming their citizenship and issuing official documents. Since 2002, more than 560 Cambodians have been deported from the U.S. after having served prison sentences...

Will Cambodia’s Challenge to Deportations Last?
- For months, the U.S. and Cambodia have been engaged in a diplomatic back-and-forth over an agreement that allows the U.S. to deport Cambodian permanent residents [like Mr. Nhean] who were convicted of felonies.

Last week, an Interior Ministry official confirmed that the Cambodian government had stopped issuing new travel documents, in a likely attempt to press the U.S. into renegotiating the agreement.

But a document from a USAID-funded NGO that supports deported Cambodians upon their arrival in Phnom Penh suggests the U.S. still intends to repatriate about 100 more deportees over the next two years, with more than a dozen expected in the next few months.
Despite Cambodia’s stand, observers say the government’s move to challenge the deportations is unlikely to hold under anticipated diplomatic pressure from the U.S.

Since 2002, 566 Cambodians have been deported from the U.S. under the agreement. In October, however, Cambodia’s Foreign Affairs Ministry issued a letter to the U.S. Embassy in Phnom Penh asking to amend the countries’ agreement and suspend it temporarily.

I'm not very PC so I'm gonna tell it like it is, and the truth is that so many Cambodians- especially the men, act just like black street thugs and have their own little gangs and go around terrorizing entire neighborhoods. We all hear about Asians being the "Model Minority" in America but that only applies to Chinese, Japanese, Koreans, and a few other select Asian groups. Cambodians are not on that list! I think it's good that these street thugs are getting kicked out. Being an American citizen is a privilege and if you come from a refugee family and you abuse the privilege then get out!
