that's a separate issue. Yes, airlines, not immigration. Every report I have heard about people being asked about an onward ticket happened when they tried to check in for their flight.
Some airlines won't let you on he plan if there is a chance your visa will be denied.
I think overall this is a rule from the airlines not officially from immigration, but happy to be corrected if I am wrong on this point.

After they've read this thread, the Cambodian Immigration officers will start asking for evidence of onward plane tickets. and recently when i was flying from Chiang Rai > Phnom Penh in December, they asked about my visa, so i just showed them my old expired visa, they didnt check the dates just saw it was multi entry and just went along with it
its only at the check in destination
