I haven't been stopped once since the laws were tightened while wearing a helmet. Long pants and faceshield down will save you a lot of hassles. I know lots of foreigners that do get stopped though, i guess thats the price you pay for driving around in shorts, a wife beater, and a coconut on your head. I do avoid the nighttime DUI checkpoints like the plague though!

Why is the council of ministers amending laws anyway? Aren't amendments usually run through NA/senate?

Source? I only ever saw the comments by HE which only and specifically mentioned Khmer as being exempt from needing a license for small bikes.
