Cambodia Considers Ban on Cluster Bombs
A senior military official announced yesterday that Cambodia is considering joining the Convention on Cluster Munitions (CCM).

After leaving a seminar discussing the CCM’s mission – to eradicate the use of cluster munitions worldwide and the remnants of their past uses – General Chao Phirun, the director of the Ministry of Defense’s general department of material and technical services, said the government is studying the tenants of the convention and the effects that bans of cluster munitions would have on the Kingdom.

While neighboring countries Vietnam and Thailand, which deployed cluster munitions during the 2011 clash with the military at Preah Vihear, have been reluctant to denounce the use of these weapons, 100 nations worldwide have banned their use and the presence of cluster bombs within their borders – including the only member to do so in the Asean bloc, Laos.

Because cluster bombs release many small bomblets over a wide area, they pose risks to civilians both during attacks and afterwards. During attacks, the weapons are prone to indiscriminate effects, especially in populated areas. Unexploded bomblets can kill or maim civilians and/or unintended targets long after a conflict has ended, and are costly to locate and remove.

Cluster munitions are prohibited for those nations that ratify the Convention on Cluster Munitions, adopted in Dublin, Ireland in May 2008. The Convention entered into force and became binding international law upon ratifying states on 1 August 2010, six months after being ratified by 30 states.[1] As of 1 October 2015, a total of 118 states have joined the Convention, as 98 States parties and 20 Signatories.[2]
I thought this shit was already outlawed worldwide.
But apparently,only a few years ago, Thailand was using them against Cambodia during the 2011 Preah Vihear conflict . :evil:

Rockets carrying cluster munitions were deployed by the Thai military during the 2011 Preah Vihear border conflict. Documents filed in a 2013 International Court of Justice case showed that 414 Thai rounds hit the 11th century Hindu temple area during the bombardment that year.

The Thai government was later condemned by the CCM for forcing large numbers of Cambodians out of their homes after many of the munitions remained live but unexploded on Cambodian soil near Preah Vihear.
