French NGO Director Philippe Broaly Arrested Sihanoukville

Cambodia is getting some really bad press this week, especially Sihanoukville.

Philippe Broaly, who is currently the director of Enfants du Cambodge and a member of the French judiciary/ex-judge, has been arrested for sexually abusing 7 boys.





Frenchman arrested in Cambodia over sexual abuses

French non-governmental organization (NGO) director had been arrested on suspicion of sexually abusing seven boys, police and anti-pedophilia agent said on Thursday.

"Philippe Broaly, director of Enfants du Cambodge, was arrested on Tuesday in Preah Sihanouk province following an arrest warrant from the provincial court," said Pen Kanha, deputy police chief of Preah Sihanouk province. "He is suspected of sexually abusing seven boys at his NGO."

Action Pour Les Enfants (APLE), a child protection NGO, assisted the police in an investigation that led to the arrest, the police said in a statement. The suspect was a former member of the French Judiciary.

The arrest came as a result of a joint investigation by the Anti-Human Trafficking and Juvenile Protection Unit and the APLE after victims testified to the sexual exploitation that they suffered for years.

According to the statement, APLE has investigated almost 100 cases of NGOs-based child sexual exploitation. The arrest of Broaly marked the twentieth arrest of an individual linked to a child-focused institution.

"The victims in this case are deeply traumatized after years of abuse," APLE executive director Seila Samleang said. "This arrest sends out a clear message that those suspected of abusing children will be investigated regardless of the position they hold within the society."

APLE said poverty leaves families and communities throughout Cambodia susceptible to grooming techniques, which can lead to a great level of dependency on the offender and create a culture of silence surrounding abuse.

In July, Veha Long, 32, Cambodian founder and director of the Underprivileged Children School in the northwestern tourist hub of Siem Reap province, was arrested for trafficking at least four teenage students. He was accused of asking the teenagers living at his home to give sex to foreign donors.

Cambodia launched an anti-pedophilia operation in 2003 in a bid to end its reputation as a haven for child sex offenders. Dozens of foreigners.....

A member of the French judiciary and the director of the NGO Enfants du Cambodge was arrested this week in Sihanoukville on suspicion of sexually exploiting seven boys aged between the ages of 12 and 19, police revealed yesterday.

Pen Kanha, the provincial deputy police chief and head of the anti-human trafficking unit, said French national and former judge Philippe Broaly was arrested on Tuesday.

“We checked his house where he runs an NGO and invited him to our police headquarters where we arrested him,” Kanha said yesterday evening. “He’s now in court with us to be questioned with prosecutors.”

Shock in Sihanoukville at claims of sex abuse

The arrest of the French director of a Sihanoukville NGO for child abuse has left the city’s small French community dumbfounded, in large part because of the man’s prominent role in setting up the first formal French school in town.

Philippe Broaly, a former judge from Lyon, was arrested last week and accused of sexually abusing seven boys aged between 12 and 19.

Broaly is the president of Enfants du Cambodge, an NGO which partners Cambodian children with donors in France.

But Broaly was also the president of the Ecole Francaise de Sihanoukville, which now has parents reeling over the allegations, even though the allegations stem from his work with the NGO, not the school.

Eric Gaiddon, a diving instructor who has three children at the school, said Broaly was the driving force behind its establishment.

“Just last year I was fetching my children at his house,” said Gaiddon, explaining that classes were held in Broaly’s home before a new building was constructed.

“None of the parents had heard about this,” he said.

Thanks to Broaly’s efforts, the private school was recognised by the French Embassy in 2013, which helped it obtain teachers and equipment.

No one at the school had heard of any lurid activities on Broaly’s part, said Gaiddon.

“If someone had heard about it, in two days everybody would have known because the community [is so small]”.

The French Embassy confirmed to the Post that it sent a representative to Sihanoukville on Monday to speak with parents about the school’s future, and that it visited Broaly under detention as well.

PHNOM PENH, May 21 (Xinhua) -- Cambodia's Preah Sihanouk Provincial Court on Thursday convicted 50-years-old French national Philippe Broaly to 14 months in prison, but suspended five-month prison term, on the charge of indecent assaults against five boys, according to a verdict read by Judge Plong Visal.

The verdict also ordered him to pay 5,500 U.S. dollars compensation to the three civil plaintiffs and 1,500 U.S. dollars fine.

Broaly, director of child NGO Enfants du Cambodge, was arrested in October last year by the Anti-Human Trafficking and Juvenile Protection Unit in Preah Sihanouk province for alleged sexual exploitation of several boys living in his organization.

Samleang Seila, executive director of child protection NGO Action Pour Les Enfants (APLE), which provided legal aid to the victims, said APLE was not satisfied with the judgment since the punishment is too lenient. "In addition, the court should have banned him from living in Cambodia since he will pose risk to more children in his community or children involved with his NGO program,"he said.

Cambodia launched an anti-pedophilia operation in 2003 in a bid to end its reputation as a haven for child sex offenders. Since then, dozens of foreigners have been imprisoned for child sex crimes.

He's out now, been already seen at some spots in town. Was used to live right next door to the place I'm currently staying. Haven't seen him back in there tho. Possibly because he knows his neighbors.

I have often wondered what this '' grooming '' is that they talk about. Having supported my ex girlfriends , sisters 4 kids all girls,[ but I had no choice in that], for the last 10 + years, am I classed as someone grooming kids. Even though I have no relationship with the mother, I still look at all 4 girls as my daughters after I kicked their father out. [ useless motodop]. I have been very careful to keep my distance from the eldest two now they are 13 and 15, but in a country where lies are believed more than the truth, what can one do.
Cambodia,,,, Don't fall in love with her.
Like the spoilt child she is, she will not be happy till she destroys herself from within and breaks your heart.

Not quite sure I get your point. Do you want to say it's a lie that he's a pedophile rapist?

@SD: I don't read his post like that. Maybe he's just saying that being responsible for kids that are not yours happens frequently in Cambodia,and is wondering if his situation could possibly be misinterpreted ?

And what to do? If these girls are daughters to you, they should respect you as their father. You should behave like any father/stepfather does with teenage girls - respect boundaries, watch the nudity etc. - just like anywhere else. Your guarantee against allegations of pedophilie is mutual respect between you and the kids. That's a good thing you're doing and i'm sure they're grateful to you. :hattip:
