Which pilots for Cambodia ?

Cambodian pilots have begun training in Vietnam.The idea is to restart opportunities for Cambodians to become pilots, but unfortunately, at the moment it's only possible if you can finance yourself the $90-100,000 necessary to complete the training course.

“Since the Soviet Union collapsed, no Cambodian pilots have been trained,” he said, referring to state-backed flight training programs.

In August 2015, Cambodia Angkor Air signed an agreement with VFT to train Cambodian pilots at its facilities in Ho Chi Minh City. The airline agreed to partially subsidise the cost of the training in return for the student working exclusively for the airline for a set period upon graduation.

However, the funding program has failed to start, leaving Cambodia’s aspiring pilots to finance their own training...

In the meantime, I presume that the foreign pilots the Cambodian airlines are hiring now are subjected to a stricter vetting system than 15 years ago. In 2001 the PPP obtained a damning ICAO air safety report:
"The level of staffing (no officer in operations, four in airworthiness and one in personnel licensing) appear to be inadequate in view of the level of aviation

activities...officers were in dire need of training in their technical fields."

SSCA efforts to upgrade the capacity of its staff were judged by ICAO to be woefully

inadequate.

"There were no training plans and any implementation would be hampered by the

lack of financial resources. The [SSCA] central library was primarily stocked with

ICAO documents in French and Russian-language technical documents which the majority

of staff were unable to read."

Verification procedures

Compounding the potential for disaster posed by SSCA's untrained and inexperienced

Cambodian staff was a lack of formal procedures to ensure that foreign pilots and

flight crew manning Cambodian domesticaircraft were fit and qualified for the task.

"Cambodia had no system for verifying the quality of training records by its

applicants in foreign training centers...[and] there was no procedure for liasing

with foreign regulatory authorities to establish the legitimacy of foreign licenses.

"No written or practical [flight] exams were being conducted [and] no aviation

medical examinations for flight crew members had been conducted in Cambodia. Foreign

medical certificates had [been] accepted without further review and without benefit

of a full examination report.

So, be interesting to know where things are today. If they are just starting to train Cambodians, and the last generation of trained Cambodian pilots working are at retirement age, that means that Cambodian airlines are almost totally reliant on foreign pilots. But, have they put new procedures in place to establish pilot qualifications since the report above ?
Perhaps the Cambodian aviation authorities have tackled the problem since then, and you would hope so, but I think it's legitimate to ask about this.

Well, it sort of is : the rules are that you get on the cambodian plane and then you have to guess if the pilot has a real pilot's licence or not. :?

Aviation training center inaugurated
23 March 2017

Cambodia’s first Civil Aviation Training Center, with funding from South Korea, was officially inaugurated yesterday and already plans to receive 274 trainees for its 14 training courses.

Speaking at the inauguration ceremony, Mao Havannall, a secretary of state at the State Secretariat of Civil Aviation (SSCA), said the center was created to contribute to the development of the aviation sector and to transfer knowledge and experience to aviation officials.
He added that it specifically provides advanced job training programs in the field of civil aviation.

According to a brief report read by Mr. Havannall, 29 SSCA officials were sent to South Korea in 2015 to take training courses on air traffic control, navigational aids, aviation security and safety and airport operation.

He added that South Korea has provided scholarships to 118 Cambodian officials to attend 67 courses including short-term training courses.
“CATC plans to conduct 14 training courses with 274 total trainees,” Mr. Havannall said.
“Eleven Korean experts will come to train SSCA officials on the technical side in the short course lasting two weeks and the long course lasting two years.”

Last October, the Korea International Cooperation Agency (KOICA) in Cambodia held a ceremony to hand over a $10.1 million aviation training center to the government after signing an agreement on the project in 2013...

Training program aims to strengthen aviation industry

The Civil Aviation Training Centre (CATC) has completed seven courses in the first three months of the year and says 26 courses will be offered in 2018.

CATC director Lim Kao spoke of the centre’s program at a medals and awards ceremony to mark the completed courses.

He said that in the first semester the centre had been conducting ten courses. These were in human factors, civil aviation indoctrination, basic air traffic control, flight inspection for navigation aids, human resource development, State Secretariat of Civil Aviation orientation, quality management systems, introduction to international air law, safety management systems, and flight operation officers or flight dispatchers.

He said the ten courses consisted of 195 trainees who joined the course. Six did not get certificates because they did not meet CATC training requirements.
“During the first quarter of the year, we completed seven training courses,” he said.

Three courses were picked to give certificates to trainees. These were for admin and HR management and development in SSCA, a SSCA orientation program, and basic air traffic control ICAO 051.

Jeong Yun Gil, country director of Korea International Cooperation Agency (KOICA) Cambodia, said since CATC was established, Cambodia had been able to cut the costs of sending officials and staff for overseas training.

In 2017, CATC conducted 15 training courses and 273 trainees successfully participated in training.
CATC is the kingdom’s first centre of its kind. It was officially inaugurated in March 2017 with funding from KOICA.

CATC has been in operation since 2016, striving to enhance professional skills in Cambodian civil aviation and establishing an efficient management system for human resources.

Cambodia Prepares for First Pilot Training School

Training provider Alpha Aviation Group (AAG) has inked a memorandum of understanding with Cambodian holding company Negocia Ventures to explore the development of Cambodia’s first modern pilot training school. The announcement comes at a time when Boeing projects demand for pilots in the region to triple over the next decade.

Negocia Ventures chairman and CEO Thierry Tea, who is also the founder and managing director of the PhilJets Group, told AIN that strong market demand coupled with a proliferation of new airlines in Cambodia prompted the decision to explore a variety of pilot-training solutions, including a flight simulator, to address human resource shortages.

Tea said that Negocia Ventures and AAG will explore the possibility of developing an ab-initio pilot training program. "We are looking at all options, including a ground and flight school as well as bringing in a flight simulator. We will also examine financing options for students" he said.
