I was under the impression that local citizens were not allowed to gamble at the casinos and that this law was enforced. At least for the poor citizens.

Legally they're not allowed, but its not enforced. I have been into NagaWorld several times and the tables and pokie machines are always busy with Khmers, and I'm not just talking about wealthy or nouveau riche type...I'm talking Khmer folks who look like they've just finished a day in the rice paddies and walked into the casino!

I popped into the Walkabou yesterday around 6pm after I gave up on the water festival - too many people and I just couldn't find a decent spot to view the races so I figured I'd walk away from the crowds.
Always a good place to people watch - one of the fake monks came in and started the scam routine. I was gobsmacked that he'd have the audacity to try it on in there. By the time he'd tried the second punter the security guy came in and showed him the door. Good job, I like that security dude.

At paddy rice, while i was sitting there watching the boats on thursday it didnt take the security guy that long to get rid of that fucker.
