I've been having problems with Opennet with my IPs being blacklisted.
It's a problem with using dynamic IP addresses as you can get assigned one a spammer has been using.
You could try turning off your modem for a few minutes and turning it on again to get a new IP if you are blacklisted.

Cannot pay for anything in Cambodia with PayPal. Keeps giving message cannot send money to this country (from a western country). A shame, because some retailers in Cambodia use PayPal.

I had the same problem really annoying would go to pay and would just get a blank screen and eBay had no help.
What you need to do is change the DNS on your Wi-Fi settings.
Google the process and get the new free DNS numbers they need to be specific numbers can just use anyone's.
Some phones need an app to change the setting some you can just go to the advanced settings and change.
