This gentlemen has visited hotels, ordered meals and was the unable to pay. May want to keep an eye out.

Judging by the girth of his stomach, he hasn't been skipping too many meals.

Cambodian Hotel Association. So no, not a personal grudge as this happened in Phnom Penh and I have never actually met the gentleman.
