I thought the question at hand was about insuring a vehicle here in Cambodia.
I inquired to three insurance companies & not one, zip, zed, zero gave a fuk about where I came from, my previous driving record or if I knew the Rules of the Road. (joke).
Only one question. Do you have a Cambodian DL. Have have.

Went with the cheapest company with same TPl & PL coverage for both vehicles.
Did have to make a claim & took some threatening & cajoling to get them to pay. They did.
Never once did my previous driving record come up.
Time for renewal in May & will prolly use them again.
No, I don't have a Cambodian licence as I don't require one. Neither have I had experience with Cambodian Insurance companies ( are their actually any Cambodian Insurance companies BTW? Interested, because the only ones I have heard of are branches of western ones. But my experience here in Cambodia with them is non-existent). But I find it hard to believe that their business model is significantly different from anywhere else in the world.
As I said previously, I can only go on my experience with Australian Insurance companies. You are definitely asked whether you have you have had any driving offences, even a parking ticket can put your premium up. You are also DEFINITELY asked whether you have a prior insurance claim history, anywhere in the world. That came in in the 80's after the big Turkish insurance fraud ring in Sydney got busted. If you lie about these details and they find out, they will NOT pay your claim.

Was talking about travel insurance.

You get in scooter accident and they no pay to fix you at hospital when your femur has shot up into your bladder.

so because they do it this way in oz then it stands to reason that everyone is wrong about insurance in cambodia ,even though youve never dealt with any,and they coukdnt possibly be any different?!

Never asked me about 'claim history' or any other kind of history....liscence and pfoof of ownership, pay money, insured.

Sorry for misinterpreting your question mate. The fact you asked how much they were to buy, had me mistakenly assuming that you were talking about buying and then insuring the vehicle.At no stage did you mention that you were looking for insurance just to ride/drive the thing. Particularly travellers insurance.
Sorry for trying to give you any advice, obviously my experience with insurance companies counts for jackshit.
Sorry if you can't understand that you need to talk to the insurance company you intend to use, rather than listen to uninformed and 1/2 informed people on any forum.

I just want a company to pay my 20k hospital bill and not repair a 4 wheel scooter alternative.

Not sure if you're being serious but anyone with half a brain would know an expat talking about traffic accidents on a cheap vehicle would be referring to travel insurance.
