Apparently, Cambodia taxes income generated worldwide (retirement pensions, interest on income), if one spends more than 180 days a year in the country.
Question: Has anyone been bothered by the taxman and Is this actually being enforced (especially on ppl who do not work anymore)?

well if you have a shopfront a guy may come round once in a while and you could give him $50
or you can comply and pay 10%
will change in 20 years a little

but how do you think they would know about global income?

My bank called & asked me to drop by and fill out a W9 form per request from US IRS. Seems strange to me.

thailand is same ;
US is making all overseas banks ask for the the w9 to catch American with Money overseas.also
DONT keep more thna $10,000 in all ur overseas accounts unless u want report it

I went to Abba to see if this was all legit. Indeed nthey had a W9 ready for me.
I solved the issue by closing my Abba account. Then opened a coffee tin account.

Does the US have a MoU with ALL overseas banks? Seems unlikely.

Rereading your post I now have a misunderstanding.
Are you suggesting Cambodia taxes their citizens living world wide.
Or anyone residing in Cambodia more than 6 mos. per year?

^ Any person considered resident of Cambodia (spends 180 + days per year in Cambodia), is liable to pay taxes to the Cambodian government on any overseas income.

It's detailed in the the law on taxation, English translations are available online if you want to read.
